President Richards called Clarence Wonnacott at the L.D.S. Hospital relative to the report he had submitted on the Blood Bank, to which the First Presidency had given consideration. ... They state that Brother Wonnacott gave them the assurance that he would go into this blood bank arrangement provided one question was decided, and that was the racial question...
He had indicated to the Red Cross people that they would not endeavor to stifle their activity, that we would endeavor to handle blood for them if we could be assured that there would be no racial problem. 'However, they did not indicate to me that they were intending to go into the communities with the promise that whoever gave blood might expect always to have blood furnished to them at all hospitals.' He thought by following such a course we would lose our blood bank.
Pres. Richards said the Red Cross representatives understood that the only matter held in reserve was the racial question, and it was on that account that they approached the First Presidency. ...
Brother Wonnacott expressed doubt about their program for the public to expect blood to
be available to private hospitals, and told President Richards that he had not agreed to that, and would view such a program with considerable alarm, lest we lost the blood bank we have. ... Said he had assumed the Red Cross would operate in emergency cases and not enter the field that the hospitals have taken care of. ...

The question was discussed as to whether or not Hyrum G. Smith's oldest son is entitled to this position according to the revelations of the Lord on this subject.
No conclusion was reached. Met with brethren in temple Primary and Emily & Vilate Raile discussed. My nerves very much unstrung.

Bro Woodruff & myself were called to go and see sister Ellen Judd the young lady who drove the team yesterday and who had been out of her mined since last night. she having felt that she had been blamed for the accident & the adversary was willing and anxious to destroy her- we talked to her- & on getting her composed. I anonited her head & throat. & Bro Woodruff prayed. she seemed much better and more rational.

Utah ratified the 3rd bid for statehood again rejected by the US Congress
An election in Utah ratified this 3rd bid for statehood and elected Brigham Young as Territorial Governor even though Congress had just 4 years earlier replaced Brigham Young.
The US Congress rejected this bid - nonetheless, for 8 years this "phantom" State of Deseret continued to meet after the Territorial legislature adjourned. At the direction of the The Council of 50, this shadow government would meet and vote on and pass the same bills for the renegade Theocratic state of Deseret.
Other historians have asserted that the shadow Government met first, followed by the territorial legislature where nonmembers sat in amazement as the territorial legislature quickly and efficiently proposed and made law with almost total unanimity.

Hyrum sells six copies of the Book of Mormon to a peddler and receives as pay ten yards of calico, some cotton cloth, four tin pans, some other tins, and a six-pound cheese. The normal price was eight books for $10, or two books for $2. 50.

McConkie, speaking at a BYU devotional, denounces the "spiritually immature" who "devote themselves to gaining a special, personal relationship with Christ," singling out for special censure "a current and unwise book which advocates gaining a special relationship with Jesus." The book's author, George Pace, writes a public letter of apology.

David O. McKay dedicates the church's new Primary Children's Hospital in Salt Lake City, with half of its cost raised in a "penny drive" by children. It began in 1922 as a remodeled residence. After the Primary Hospital moves near University of Utah, the penny-built hospital is sold to developers in 1995 to be razed so the land can be used for condominiums.

God bless him for I love him as I have loved few men on this earth.

Mary Ellen Kimball, plural wife of Heber C. Kimball, writes in her diary: "But after I returned home I thought of the instructions I had received from time to time that the priesthood was not bestowed upon woman. I accordingly asked Mr. [Heber C.] Kimball if women had a right to wash and anoint the sick for the recovery of their health or is it mockery in them to do so. He replied inasmuch as they are obedient to their husbands, they have a right to administer in that way in the name of the Lord Jesus Christ but not by authority of the priesthood invested in them for that authority is not given to woman. He also said they might administer by the authority given to their husbands in as much as they were one with their husband."

(March) The age for full-time proselytizing missions is lowered to nineteen for males, while sixteen-year-old boys can serve as full-time labor missionaries in the Pacific islands, Europe, and Latin America. Likewise, while most females continue to wait until age twenty-one for missionary service, mission presidents outside the United States can call women as young as seventeen to serve as full-time missionaries within their resident mission area.
