Bro[ther]. John Henry Smith came to the President's office bringing word that he had just kept an appointment with Senator [Thomas] Kearns, who had told him in a most positive manner that Reed Smoot wold be turned down by the administration; or in other words not be permitted to take his seat in the U.S. Senate even if elected by the Utah Legislature, for the reason that to permit an Apostle to sit in the Senate would have a bad effect, and perhaps prevent [Theodore] Roosevelt's re-election. Senator Kearns is vigorously opposing the election of Reed Smoot, fearing that he himself may fail of re-election.
