After your letter of May 30 as read to the Council of First Presidency and Twelve yesterday there were expressions of surprise that 'of approximately 60 men who expressed themselves' upon the significance of the atonement, 'there were not more than a dozen who seemed to understand the double gift to the people of the world in the vicarious work of the Lord.' It seems incredible that so many missionaries have such a beclouded understanding of the atonement of the Lord as it affects individual and general salvation.
