[Joseph F. Smith] Young men or middle aged men who have had experience in the Church should not be ordained to the Priesthood nor recommended to the privileges of the House of the Lord unless they will abstain from the use of tobacco and intoxicating drinks. This is the rule of the Church and should be observed by all its members.
