[William Clayton]

H. [i.e., Heber C. Kimball] also said it was not wise to require of those who wished to be baptized to pay their tithing in full. He said that a fisherman before he attempted to pull the scales off always catch the fish, and so we before we attempt to scale those who come into the church, we must catch them first.
