[Apostle Franklin D. Richards Diary] The event of the week is Penrose's return from Washington with amendments which if placed in a Constitution will enable men, statesmen to advocate our, Utah's admission as a state & which Pres[iden]t Cleveland can favor. These have been presented approved by brethren selected, then by the Presidency & central Ter. Committee have issued call for Mass Conventions for Sat. 25 in all the counties of Utah to elect Delegates to a constitutional Convention to get up a Constitution.
