Several independent sources state Lincoln signed the bill into law on July 2nd (DMQ-2 and Wikipedia have July 8th).

According to the Historical Times Illustrated Encyclopedia of the Civil War, ed. by Patricia L. Faust (1986), p.512: on 10 June 1862, the Morrill Bill passed in the Senate 32-7 (not 37-2) and in the House 90-25. Lincoln signed the legislation 2 July.
