Council at 2'-John Henry Smith opened & F[ranklin]. D. R[ichards]. prayed at alter. Form for prayer & list of names of our persecutors read & considered with view to washing of Feet & presenting before the Lord according to Rev[elation]. ... Pr[e]s[iden]t. W[ilford]. Woodruff dedicated N[orth]. E[ast]. corner room for Council room of the 12 Apostles. I also attend[ed] the dedication of the council chamber of the Twelve. President [Wilford] Woodruff offered the dedicatory prayer and I read the 123 Section of the Doctrine and Covenants new edition.
