Sheets counsels local members and ward bishops and ordains local officers until his release as traveling bishop in 1878. Better-known A. Milton Musser is often described as traveling bishop from 1858 to 1876. However, Musser's service actually begins in 1860 as a traveling "agent" of the General Tithing Office.
